Peran Satuan Polisi Pamong Praja (Satpol Pp) Dalam Penertiban Disiplin Kerja Asn Di Kota Pekanbaru
This research is motivated by the phenomenon encountered in the form of unscrupulous State Civil Apparatus who skipped work during working hours at the Coffee Shop and news reports in the form of complaints from people who experienced obstacles in taking care of correspondence affairs at the Lurah Office because no officers were in place. This study aims to determine and analyze the role of the Civil Service Police Unit (SATPOL PP) in controlling ASN work discipline in Pekanbaru City. This research uses the role theory of Biddle and Tomas in Sarwono who divide the terms about behavior in relation to roles, namely, Expectation, Norm. Performance, Evaluation and Sanction. This research uses descriptive qualitative method. The results of this study indicate that the role of Satpol PP in Enforcing ASN Work Discipline in Pekanbaru City is not the main authority, but as a companion party where it has been running well. This can be seen when conducting raids with the Civil Service and Human Resources Development Agency (BKPSDM) where Satpol PP coordinates and escorts in terms of controlling ASN work discipline as well as participating in appealing for the implementation of public order within the scope of ASN work discipline. In addition, Satpol PP realizes its duties and functions as an enforcer of regional regulations by continuing to synergize with other parties such as BKPSDM related to controlling ASN work discipline because the authority in this ASN discipline is (BKPSDM) Pekanbaru City.
