The method used in this research is descriptive analysis method. Through descriptive method, will describe all facts obtained area. interview with related agencies such Zapin in development monument Development Agency, Public Works Department, and the Parliament, the authors conduct a detailed analysis of the data with the following stages, after the interview to the respondent, then the results interview transkip in narrative form, for later writers category adjust based on variables that have been prepared.
Controversy in the construction of the monument zapin have starting from the planning stage which established coordination among government agencies is not running to its full potential it is evident from the discussion of developmental delay Zapin monument itself, so it raises polemic in the community, such as mismatch names and forms, as well budget amounts that are considered too expensive. Lack of community participation in particular NGOs, and cultural factors in the management of the budget makes major cause of the development pillar Zapin controversy itself, it indicates that the decission making of the monument construction Zapin not implemented transparently.
