Based on field observation which was conducted toward the Contractor during the implementation period, condition of the oil and gas EPC project in Duri- Riau is likely to experience delay in completion schedule as well as an increase in expense. The application of risk management as a part of project management is expected to be able to reduce the negative risk and increase the positive aspects which later will be effected to cost and time performance. The objectives of this research are to identify risk factors, analyzing probability and risk impact to time and cost performance of work before and after risk mitigation. The result of the risk identification obtained 28 risk factors have an impact on the time and costs performance. The highest risk impact on the time performance is ; changes in design and specifications, supervisory quality and experience, availability of human resources, availability of equipment, and the availability of materials. And the highest risks effect on the cost performance such as ; budget estimates mistake, unpredicted material price escalations, and the availability of human resources, availability of equipment, and the availability of materials. The time performance before a risk mitigation is categorized in the high-scale impact ; 22.12%. And the risk impact to the cost performance prior to risk mitigation is categorized in the moderate-scale impact ; 12.69%. Risk impact to the time performance after risk mitigation is categorized in the moderate-scale impact ; 12.69%, and the risk impact on the cost performance is categorized in the low-scale impact ; 5.90%.
