Evaluasi Implementasi Tambahan Penghasilan Pegawai Negeri Sipil Di Dinas Kesehatan Provinsi Riau
This research was conducted because of the policies of the TPP and many problems occur in the process of implementation of the policy. This research aims to analyze and examine the evaluation of the implementation of the policy implementation process to be focused and to analyze the find out the factors that influence the implementation of Additional policy Income civil servants. The method used is descriptive qualitative approach with explanatory. Use the data collection techniques interviews, direct observation, documentation. Determination of pusposive engineering research with informants sampling and snowball sampling. The process of data analysis with the study of content models, Miles and Huberman, namely interactive analysis with the reduction of data. Policy implementation process additional revenue clerk in Riau Province health service was implemented with payments on a regular basis every year. As for the criteria of assessment in mercenary seen from discipline and work achievement indicators of employee disciplinary criteria see entered work and keep the working hours, the task runs every day, and complete the task in accordance with the time. While the work achievement is assessed through performance indicators target employees and work behavior. From the results of the evaluation found that it has not been the efficiency in implementation, as an indicator of new producers on the criteria list is present, the discipline of filling apples while for obedience in the works as well as the completion of the task of the assessment has not been made by direct superiors. While the achievements of the new work seen from charging the target employee performance it is influenced by factors of implementing compliance and activity routines superiors and employees.
