The term reclamation is a derivate of the English term reclamation comes from the reclaim verb meaning to take it back, with emphasis on the word “back” reclamation according to law number 1 year 2014 the amendement to law number 27 year 2007 is an activity carried out by everyone in order to increase the land resources reviewed from environmental and socio-economic point of view by way of fill (fill), draining or drainage. This research type can be classified in researchtype of sociological law, that is direct research at location or place of research, this research is done at Batam environment Departement and at Ditreskrimsus Riau Island Regional Police, that is research which want to see correlation between law and society from the research there are things that can be concluded. First, law enforcement of criminal acts if eclamation should be a criminal sanction as a premium remedium or as a primary choicein the provision of criminal sanctions. If proven for criminal offense committed. Second, the obstacles faced in law enforcement of reclamation crime are 3 substance of law enforcement very closely correlation between substances one with other substance. The substances of law includes the regislation, the legal structure of law enforcement officers in Indonesia, and legal culture is a living law adopted in a society. Thus the tree substances of law enforcement must go hand in hand so that the law made for enforcing justice can be effective, and the justice felt by the society governed by the law itself. Third, effort to overcome obstacles in law enforcement reclamation crime is by mutual cooperation between law enforcement agencies and institutions that issue of coasltal reas in Batam city.

Third, the effort to overcome obstacles in law enforcement of reclamation crime is by mutual cooperation between law enforcement agencies and institutions that issue location permits and permits management of coastal areas in Batam City. Author suggestions First, optimize coordination with authorized agencies in the given permissions. Secondly, increased supervision of coastal areas is highly vulnerable to violations of inappropriate reclamation activities. Third, the active role of NGOs (environmental observers) to assist the Special Criminal Investigation Directorate in supervising reclamation activities in the coastal region of Batam City.
