The number of street vendors who occupy the shoulder of the road at Simpang Padang Duri Market causing disruption of traffic flow. Due to the narrowing of the road at Simpang Padang Duri market, causing the vehicle parking more inclined forward and leaves little room for traffic. Implementation of the street vendors translocation by Bengkalis Government through the Department of Hygiene Market and aims the vendors to got a decent place and regularity of the market can be maintained. The location provided was adjusted by the number of vendors that will be moved. However, the vendors are still reluctant
to occupy a new location with a variety of reasons. This study aims to determine the implementation and management factors that influence the translocation of street vendors in Simpang Padang Duri. The
concept of the theory used is the management theory propounded by G. R. Terrry consisting of planning, organizing, actuating, and controlling. This study used descriptive qualitative research. Data collected through interviews, documentation, and observation, and this study were analyzed using an interactive model. The results showed that the management in the implementation of the street
vendors translocation in Simpang Padang Duri Market has not been good, that is, in function of its planning so that implementation was not maximized. The factors that affect the implementation of this displacement is the budget, participation, coordination, and infrastructure. There are still some shortcomings in the implementation of this displacement. Such as, lack of firmness of the government
in dealing with street vendors and the street vendors participation itself. Cause the removal of hawkers have not reached the goals set earlier.
