P2TP2A (Integrated Services Center for Women and Children) Pekanbaru, plays an important role in the handling of Children in Conflict with the Law (ABH) in Pekanbaru.Until now there are many people who do not know about the existence P2TP2A and the low awareness of the public to follow their cases, and also from document searches, the authors found that the lack of human resources especially those P2TP2A legal representation in the city of Pekanbaru.The purpose of this study was to determine the role of Pekanbaru City P2TP2A in handling ABH and see what factors affect P2TP2A Pekanbaru city in carrying out its role. This study uses the theory of the role and implementation of policies Georde Edward III. The research approach used is qualitative descriptive. Data collection techniques used were interviews and documentation P2TP2A located in the city of Pekanbaru.
Based on the analysis performed to search documents and interviews with the informant author of the study, results show P2TP2A role in handling ABH Pekanbaru City has not done the maximum. There are also factors that affect P2TP2A Pekanbaru city in carrying out its role is communication, resources; human resources, budget, facilities / infrastructure, information and authority, disposition and bureaucratic structure.
