Conversion of Green Open Space became a regional Public Hospital of Pekanbaru (Case Study of Garuda Sakti City Park) is a policy taken by Pekanbaru City Government to solve the problem of lack of maximum health service to the community. However, if viewed based on the needs of the society, especially the people who live around the road of Garuda Sakti, more need of Green Open Space. Because the Green Open Space is useful to reduce the aridity that occurred on the road of Garuda Sakti. Green open space can also be used as a facility for entertainment and refreshing for various circles. Because the green open space in the form of a park, has not been there at all in the Garuda Sakti Region.
According to law no. 26 of 2007 on spatial planning, confirmed that the ideal composition of green space (green open space) of a City is 30% of the total area. In this study about the Switching of Green Open Space Space to Pekanbaru Municipal Public Hospital, the researcher uses the theory concept proposed by Wililliam N Dunn about the policy making process. Dunn discloses five stages in the policy-making process, namely is Agenda Setting, Policy Formulation, Policy Making, Policy Implementation and Evaluation. This research uses qualitative research with descriptive study. In data collection, researchers used observation, interview and documentation.
The results of this study indicate that the Policy of conversion of Green open space to become a regional public hospital of Pekanbaru (Case Study of Garuda Sakti City Park) is an inappropriate policy. Because people and the environment around the road of Garuda Sakti need more Green Open Space.
