The study aims to find out how the licensing service system at the Board of Investment and Integrated Licensing Services in Pelalawan Kabupten and know what are the constraints faced. Public service problems are also encountered in long bureaucracy and overlap of duties and authorities. This causes the implementation of public services to be long and through a convoluted process, so that the high possibility of high cost economy, the occurrence of misuse of wewenan. Methods in this study using qualitative, ie data obtained in the form of interviews and questionnaires processed through qualitative data analysis. In qualitative research, the researcher's informant is the subject who understands the information of the research object consisting of 5 (one) key informant and 20 (twenty) main informants. In general, this study can be concluded that the Analysis of Service Performance in Integrated Licensing Service Office and Capital Investment of Pelalawan District The success of permit service at Pelalawan District's Integrated Licensing Service and Licensing Service (BPMP2T) has been "good enough" either because it has reached the Medium level. It can be seen from the indicator From the table of performance indicators oriented from aspects of physical appearance, Reliability, Responsiveness, Competence and Credibility and Communication provided by employees in providing services in the criteria are. The inhibiting factors in conducting licensing services at the Board of Investment and Integrated Licensing Services in Pelalawan District that includes Human Resources, Leadership, and Facilities and infrastructure services in BPMP2T Pelalawan District, in this case there are still some shortcomings. Suggestions in this study need attention to the needs of employees and communities receiving permits need to be improved. As well as facilities and infrastructure of the Integrated Licensing Service and Licensing Service (BPMP2T) of Pelalawan Regency in serving the permit business needs to be improved.
