Pengaruh Pengaturan Reducing Emission From Deforestation And Forest Degradation Terhadapmitigasi Perubahan Iklim Di Indonesia
Indonesia ratified the Climate Change Convention with Law No. 6 of 1994 and the Kyoto Protocol with Law No. 17 of 2004 so that Indonesia can participate through one of the mechanisms of the Kyoto Protocol, the Clean Development Mechanism (CDM). One of the mechanisms for reducing emissions in CDM is Reducing Emissions from Deforestation and Forest Degradation where developing countries can participate in efforts to reduce carbon dioxide (CO2) emissions in the forestry sector by planting forests, preventing deforestation and managing forests and in return for countries develop financial assistance and compensation by trading the carbon credits earned. The Government of Indonesia then issued Forestry Minister Regulation No. 30 of 2009 on Reducing Emissions from Deforestation and Forest Degradation. Deforestation and forest degradation account for about 17% of total global emissions. Indonesia as the third largest tropical forest owner in the world through a REDD + mechanism has a very important role to mitigate climate change.
This type of research can be classified as normative juridical type, because this research is done by examining library materials or secondary data, so it can be called normative legal research or literature research. From the results of the study there are two main points that can be concluded, Firstly, the regulation of REDD + has influenced climate change mitigation policy in Indonesia but has not had a significant effect on the reduction of greenhouse gas emissions. Second, the obstacle to REDD + implementation is the occurrence of natural disasters of El Nino causing forest fires, tenurial problems and economic development urges. Meanwhile, the supporting factor for REDD + implementation is the large potential provided by Indonesia's forests, the large number of international funds devoted to REDD + and the establishment of forest moratorium policies. The Indonesian government should be more serious in responding to climate change. REDD + regulations should be made clear and in line with the relevant regulations and transparency should be made to the flow of funds obtained from REDD + projects.
