Implementation of Rehabilitation Narcotics refer to the provisions of Article 127 Jo Article 54 of the Law of the Republic of Indonesia Number 35 Year 2009 on Narcotics pronouncing that abusers can be proved or proved to be the victim of abuse of narcotics, Abuse order shall undergo medical rehabilitation and social rehabilitation and addict narcotics and victims Drug abuse must undergo medical rehabilitation and social rehabilitation in rehabilitation institutions either provided by the government or private parties in cooperation with the government. Implementation of rehabilitation should be qualified from the other Implementing Regulations, including already has Recommendation Integrated Assessment Team, but still banya recommendations are not running as it should.

This type of research can be classified as sociological law research, because in this study the authors directly conduct research on the locations or places studied in order to provide a complete and clear picture of the issues examined. This research was conducted at National Narcotics Agency of Riau Province and State Attorney of Siak. The data used are primary data and secondary data and data collection techniques using interview and literature study. Qualitative analysis techniques, deductive deduction techniques.

From the results of research and discussion can be concluded that, First Addicts Narcotics, abusers Narcotics and Abuse of Narcotics without rights and against the law as a suspect and / or the defendant in the abuse of narcotics that are undergoing the process of investigation, prosecution and the trial court granted treatment, care and Recovery in rehabilitation institution but there are obstacles such as Recommendation Letter of Integrated Assessment Team only recommendation, whereas to be able to do rehabilitation to judicial institution, the view of law enforcers is also a technical obstacle in the form of unavailability of budget or operational of rehabilitation implementation and weak coordination between law enforcer. The concept is ideally rehabilitation, legislation has been set up properly but needs evaluation / repair in the form of implementation of recommendations assessment team integrated can run properly by investigators, prosecutors and courts at every level sub judicial system, the same view must also provide optimism tehadap law enforcement and supported by all the needs of addicts, abusers and victims of narcotics, including the fulfillment of technical requirements and strengthen the coordination between law enforcement agencies would provide legal certainty aimed to justice.
