Implementasi Kebijakan Penanggulangan Kebakaran Hutan Dan Lahan Di Provinsi Riau ( Studi Kasus Di Kabupaten Rokan Hilir )

Rokan Hilir Regency was the area with the most number of hotspots in the last nine years in Riau Province. Tackling forest and land fires in the regions requires effective policies to be implemented maximally. The purpose of this study was to determine forest and land fire prevention policies in Riau Province, especially in Rokan Hilir Regency and to find out the performance and problems encountered in the implementation of the policy. This study used a qualitative research approach, the informants were selected by snowball sampling. Data collected through in-depth interviews, field observations and documents. Data were analyzed descriptively qualitatively. The results showed that the implementation of forest and land fire prevention activities up to now was based on the Riau Governor Regulation No. 61 of 2015 concerning the Permanent Procedure of Forest and Forest Disaster Control, while, the Riau Province Regional Regulation No. 1 of 2019 concerning the Technical Guidelines for the Control of Forest and Land Fire August 15, 2019. Rokan Hilir District Head Regulation Number 41 of 2017 concerning Implementing Units of Forest and Land Fire Control does not contain sanctions, while sanctions in Riau Province Regional Regulation Number 1 of 2019 do not provide a deterrent effect for forest and land burners. The implementation of forest and land fire prevention policies the Rokan Hilir Regency was quite good, but it was considered not optimal.
