Formulasi Kebijakan Pembentukan Peraturan Daerah Oleh Dewan Perwakilan Rakyat Daerah Kabupaten Rokan Hulu

This research is motivated by an indication of the formulation of the formulation of regional regulation Policies Implemented by the Rokan Hulu District People’s Representative Council. This can be seen from the Regional Regulation initiative of the Rokan Hulu Regency the Regional Representative Council both in terms of quantity and quality which is considered still low. In terms of quality and quality of local regulations the initiative of the Rokan Hulu District the Regional Representative Council for the period 2014 - 2019 which was passed only 2 local regulations, namely in 2017.
The purpose of this study is to determine the implementation of the formulation of policies on the formation of Regional Regulations by the Rokan Hulu District Representative Council and what are the obstacles or obstacles in formulating the formation of the Regional Regulation. This study uses a qualitative method and descriptive research type. Primary data is directly obtained through interviews and Focus Group Disscusion with the chairman and deputy chairman of the Rokan Hulu district people’s representative counsil, the head of the legal sub-section of the district people’s representative council secretariat. While secondary data was obtained through observation and documentation techniques.
Based on the analysis of the data presented by researchers, the results of this study indicate that "the formulation of policies on the formation of Regional Regulations by the Regional Representative Council of Rokan Hulu Regency has not been implemented well". At that time, the counstraints to formulating the regional regulation policy were due to the weakness of human resources in the Rokan Hulu Regency People’s Representative Council and the constantly changing regulations of the cental government.
