The delegation of part of Government affairs which is the authority of the Regent to the District Head in Indragiri Hulu Regency as already contained in the Regent Regulation Number 25 of 2013 concerning the Transfer of part of the Government Authority from Indragiri Hulu Regent to the District Head of Indragiri Hulu Regency. The form of services provided, Building Permit Arrangement (IMB), and service facilities provided by the government. Although there is already a PATEN, the number of licensing arrangements conducted by the community is still Low, this is related to the direct management by the Office of Investment-DPM-PTSP of Indragiri Hulu Regency related to Licensing and Non-Licensing through Online Single Submission (OSS) in Indragiri Hulu Regency. it means that the District has no longer been processed by a permit from PATEN that was previously delegated by the Regency Government.
This study aims to analyze the factors of Policy Implementation (PATEN) in Lyrics District of Indragiri Hulu District, Riau Province. This study uses George C. Edward III's policy implementation influenced by Communication, Resources, Disposition, and Bureaucratic Structure. This type of research is a descriptive study with a qualitative approach. Data collection method is done by interview, observation and documentation.
The results of this study indicate that the Communication that is well established between the government of Lirik with the Regency Government is very good, also with the community itself. In addition, the required resources are sufficient and the number of staff is quite ideal and in accordance with the competencies needed in the implementation of the PATEN Policy in the Lirik District. The disposition of the implementator on the implementation has been implemented in the Lirik District Office. Bureaucratic structure is appropriate where there is intensive supervision from the Regency Government in the Implementation of PATEN Policy in the District of Lirik.
