The purpose of this study was to analyze to determine and analyze the effect of empowerment of Human Resources, competence of village owned business agencies management,and Community Participation to the governance of Village, Owned Enterprises in Kuantan Singingi Regency. The population used was all villages in Kuantan Singingi Regency, Riau Province.
The sampling technique used in this study was purposive sampling. The criteria in this study were villages in Kuansing Regency which had Village-Owned Enterprises, totaling 50 villages with 4 BUMDes managers and 4 local community, so that there were 400 correspondents in total. The data source uses primary data. Data analysis to test the hypothesis using multiple regression analysis. The results showed that the empowerment of Human Resources had an effect on the governance of Village Owned Enterprises, competence had an effect on the governance of Village Owned Enterprises and participation had an effect on the governance of Village Owned Enterprises.
