Penerapan Peraturan Menteri Kelautan Dan Perikanan Republik Indonesia 71/Permen-Kp/2016 Oleh Nelayan Desa Pambang Pesisir
Pambang Pesisir Fishermen have fishing gear of more than one type, in catching
the fishing gear these are operated in the same fishing area. This condition has triggered
horizontal conflicts between fishermen. One of the solutions offered by the government in
avoiding conflict is to implement fishing routes based on the Minister of Marine Affairs
and Fisheries Regulation Number 71 / PERMEN-KP / 2016. This study aims to determine
the suitability of fishing gear and fishing grounds for Pambang Pesisir fishermen
according to provisions 71/PERMEN-KP/2016. Three unit’s navigation type Global
Positioning System (GPS) signal receiver are superimposed on the bottom drift gillnet
boat for 27 days recording; surface gillnet for 22 days; and bottom longliners for 24 days
recording, in the range 19 February - 11 April 2020. From this research, it was found
that there were fishing routes violations committed by surface gillnet fishermen 1 time
and bottom longline fisherman 12 times. The violation in question is fishing operation is
carried out on a path that is not in accordance with the applicable provisions. Generally,
violations occur due to the lack knowledge and understanding fishermen about fishing
route regulations.
