Birokrasi Patrimonial Dalam Program Keluarga Harapan (Pkh) Di Kecamatan Rakit Kulim Kabupaten Indragiri Hulu Tahun 2018

One of discourse developed in bureaucration is patrimonial practice. It also expected to occur implementation of Family Hope Program (PKH) in Rakit Kulim sub-district. Family Hope Program is one of the Conditional Cash Transfer (BTB) programs to accelerate poverty reduction. Which is the hope family program itself is trying to do poverty eradication. The Family Hope Program is a social protection program that provides cash assistance to the Very Poor Household (RTSM) and for family members is required to enforce the general terms and conditions set forth in the field of education and health. The implementationof the family hope program in Rakit Kulim sub-district has been since 2010. This program has had a good impact in reducing the proverty rate in the Rakit Kulim sub-district. However, in its implementation there are still many problems. This problem cannot be separated from past bureaucratic practices that are still hereditary, namely the Patrimonial Bereaucracy where nepotism and kinship is still held firmly by the bureaucracy. This study is qualitative research with the unit analysis as the bureaucration implementator of PKH in the Rakit Kulim and participant of PKH. The purpose of this study is to determine the extent to which patrimonialism is still applied in the implementation of PKH in the Rakit Kulim sub-district. The result of this study are showed that familial values was still a base to behave in daily activities, including in the bureaucration. Can be seen in the companion of PKH. The consideration of family relationship were above the competency and official qualification consideration that must be fulfilled. Familial values of family relationship and ethnicity relationship were important consideration in the determining recipients of PKH assistance. As a result this make the bureaucration face to be irrational and objective. Another impact is that the bureaucracy less efficient. The factor causing this patrimonialism is the lack of controlling from the UPPKH district.
