Penetrasi Negara Di Danau Toba (Studi Kasus Pengembangan Destinasi Pariwisata Di Danau Toba)

In accordance with the data obtained which states that Lake Toba is
included in the KSPN area (national tourism strategic area), it is necessary to
take coordinated, systematic, directed and integrated steps so that an action is
needed with the aim of accelerating development with a policy called state
penetration. State penetration in Lake Toba means policies or actions taken by the
state or region in formulating and enforcing the rules of the game in the social,
political, and economic life of the community to influence the allocation of
resources in the market mechanism by forming an institution, namely the
Implementing Body for the Lake Toba Authority (Lake Toba Authority). BPODT).
The purpose of this study is to find out what are the obstacles to the development
of Lake Toba as a leading tourist destination on a national and international
scale and to find out what efforts need to be made, especially the implementing
agency for the Lake Toba Authority (BPODT) in overcoming the problems that
hinder Lake Toba as a priority tourist destination. .
This study uses a qualitative approach with a descriptive method. In
collecting data, the author uses interview and documentation techniques. The
research location is in the office of the Lake Toba Authority Implementing Agency
(BPODT) and the Humbang Hasundutan Regency Tourism Office. The results of
research on state penetration in order to accelerate the development of Lake Toba
tourism are a manifestation of the potential that is seen if Lake Toba can be used
as priority tourism and even super priority on an international scale. Barriers
encountered by BPODT are land ownership issues and the community's lack of
participation in accelerating development. Efforts made by the Implementing
Agency for the Lake Toba Authority (BPODT) are to increase the authoritative
and coordinating functions.
