This study explains and analyzes the condition of community participation
and the factors that influence this participation in the development of
environmental infrastructure in the village innovation program in Pulau Aro
Village, Tabir Ulu District, Merangin Regency, Jambi Province. This study uses
qualitative inquiry research, where the data obtained are based on interviews,
stories and experiences from research informants.
As for the results of the research, First, the conditions of participation are
seen from the actors involved in development and the mechanism of participation.
Based on the results of the research, the actors involved in these activities are
quite aware of the importance of their involvement in the development. However,
there are several factors that prevent them from fully participating, resulting in
their low participation in the development. Then the participation mechanism,
where this mechanism is seen from several stages, namely at the planning stage,
community participation is still low, which is in accordance with the recognition
of community leaders and invitees who were invited to the planning meeting.
Likewise, in the operational implementation stage of development, only young
people are involved, so that development is not in accordance with the time that
has been targeted, resulting in additional working days. And at the stage of
receiving benefits, this development is very useful for the community, especially
for the youth. It makes it easier for people to exercise, practice soccer and can be
used as a place to relax and the toilet facilities can also be used by the
surrounding community.
Second, the factors that influence the participation come from three things,
namely factors related to the program, factors originating from program
controllers and factors originating from the community itself. Where these three
factors intersect directly with the community. For factors related to the program,
where this program is still foreign to the community. The community does not
understand what the mechanism of this program is like. Then for factors
originating from program controllers, where they did not carry out special
socialization of the introduction of this innovation program to the wider
community and poor communication from program controllers with the
community were also factors that influenced the participation. The next factor
comes from the community. Such as time, age, gender, length of stay and
community income.
Therefore, the Village Government should be able to determine the
planning time according to the leisure time of the village community, and
socialization of the introduction of village innovation programs should be carried

out. Likewise with the community, it is hoped that they can take their time to
participate in the development as a form of their sense of ownership and
responsibility for the development that will be carried out.
