Implementasi Program Sistem Informasi Pelayanan Terpadu Kependudukan (Sipenduduk) Di Kota Pekanbaru
The Population Integrated Service Information System (Sipenresiden),
which is an online adminduk service innovation program, showed a fairly high
utilization in the early months of its implementation. This turned out to be
factored in by the social restriction policy in order to stop the spread of the covid-
19 virus, which caused the manual population administration services to be
limited. However, since October 2020, the statistics for online applications have
begun to show a very drastic decline, even reaching zero. Then in November 2020
there was a huge crowd in the Pekanbaru City Dukcapil Office which was filled
with people who wanted to apply for population document services. The crowd
automatically violated the Health protocol, even though at that time the condition
of the spread of Covid-19 in Pekanbaru City was in the red zone.
So this research wants to see the implementation of the Sipenresident
Program in Pekanbaru City and identify the supporting and inhibiting factors.
This type of research is descriptive research with a qualitative approach. The
research data was obtained based on the results of observations, interviews, and
documentation at the Dukcapil Office of Pekanbaru City and several informants
who came from the community.
The results of the study found that the policy basis of the program, namely
the Decree of the Head of Service Number 821.a regarding the Integrated
Population Service Information System at the Pekanbaru City Civil Registration
and Population Service had not clearly regulated the mechanism for procedures
and technical implementation in implementing the Sipenresiden program in
Pekanbaru City. The decision of the Head of Service itself has not referred to the
relevant policy for Sipenresiden which is an electronic-based online innovation
program. Supporting factors are influenced by the existence of social restriction
policies caused by the covid-19 pandemic, the level of social economic welfare of
the community, and technological advances in Pekanbaru City. While the
inhibiting factor is the accumulation of services caused by the capacity and
capability of officers who are still unable to keep up with the high number of
requests, and the lack of digital literacy by a small part of the community.
