Proses Pengadaan Barang/Jasa Di Politeknik Kesehatan Kementerian Kesehatan Riau Berdasar Prinsip Good Governance

This research is motivated by the importance of implementing good
governance in creating good governance quality. Good governance consist of
elements of government, private and community. So that one of the activities is the
procurement of goods / services. In this case, as an element of the government is
the Poltekkes Kemenkes Riau, the private sector us te party that participates in the
procurement of goods / services, and the community consist of internal and
external.
The purpose of this study is to analyze the process of procuring goods /
services at the Poltekkes Kemenkes Riau, from the perspective of good
governance and also to find out what factors affect the process of procurement of
goods / services at Poltekkes Kemenkes Riau. This research method uses a
qualitative approach with a descriptive case study method. Research informants
use the purposive sampling technique by selecting key informants who are
considered to know about the research problem.
The results of this study are the application of the principles of good
governance at the Poltekkes Kemenes Riau has been going well. Where they have
carried out goods / services procurement activites according to the criteria of
good goverance principles, including particiation, the role of law, trancparency,
responsiveness, effectiveness and efficiency, accountabilty. When viewed from the
participation in the procurement of goods / services at Poltekkes Kemenkes Riau,
in terms of the role of law already implementing Peraturan Presiden No. 12
Tahun 2021, transparency in the procurement of goods / services also be seen
from the LPSE website, responsiveness has also been implemented well,
effectiveness and efiiciency have also been carried out. Then accountability has
been poured in te Accountability Report. But, there are factors that hinder its
implementation, strating from the network, socilization, budget, human resources,
company distance and execution time.
