Inovasi Pemerintah Dalam Percepatan Kebijakan Vaksinasi Covid-19 Di Kota Pekanbaru Tahun 2021

ABSTRACT
The spread of Covid-19 which was declared by WHO as a pandemic has been declared a national disaster. Therefore, the government is making efforts to suppress the pace of the covid-19 pandemic by setting a target to achieve 70 percent immunity by the end of 2021 by injecting the Covid-19 vaccine in the community, especially the elderly. Pekanbaru City. The purpose of writing this research is to find out the innovations of the Pekanbaru City government in accelerating the Covid-19 vaccination policy and explain the factors that influence it.
This study uses a descriptive research method with a qualitative approach which in collecting data, the authors use interview and documentation techniques. The data analysis technique in this research is described using qualitative research methods. Analysis of qualitative research data is defined as the process of systematically searching and compiling data obtained from interviews, field journals and documentation
The results of this study indicate that the Pekanbaru City Government held a vaccination acceleration meeting, in which there was a process of producing ideas; evaluate ideas; implementing ideas to get innovation. The implementation of innovations to accelerate the Covid-19 vaccination policy in Pekanbaru City is influenced by the firmness of the leaders in making policies; cooperation with various parties; smooth communication; adequate human resources; and the application of the principle of justice. While the obstacles faced are community participation and community empowerment that have not been maximized and also collaboration that has not been effective where data from the statistical agency has not been updated because many people have not updated population data, especially the elderly who have died.
