Various things can cause of poverty between the individual factor are factor that appear from one's personal self is causing them to suffer poverty. One of was from the education factor. Based on the background of the problems outlined, it can be presented formulation of the problem is " How to Implementation of Business Program Increases Income Tax Family Prosper (UPPKS) By Empowering Agency Community And Family Planning ( BPMKB ) in Rumbai Pesisir Pekanbaru.

In connection with the implementation of Business Program Increases Income Tax Family Prosper (UPPKS) By Empowering Agency Community And Family Planning ( BPMKB ) in Rumbai Pesisir Pekanbaru, the research used the theory of George C. Edward III states that there are four (4 ) basic variables that influence the implementation of the program are: Communication, Resources, position or attitude, Bureaucratic structure.

The result of data from respondents will be grouped by type it , and then processed and presented in table form and then analyzed qualitatively and eventually will get conclusions about the results of the research . At least , there are five types methods of qualitative research are : ( 1 ) participant observation, (2) conversation analysis , (3 ) discourse analysis , (4 ) analysis of the contents , and ( 5 ) data collection ethnographically . ( Kountur , 2004: 47 ) In connection with this research carries out, the writer used a qualitative observation. Participant observation usually involves a direct qualitative researcher in social settings.

The results of this research concluded that the source of capital comes from UPPKS : Contribution principal, volunteer, donation services, savings / deposits, loans obtained from institutions such as Bank BRI, District Government, Business Profits Program loan funds utilization Government venture capital city of Pekanbaru to UPPKS intended to empower community members UPPKS especially for underprivileged families and KS I in order to improve business productivity and improve the well-being of families and spur economic growth in the society. .
