Law Number 22 of 1999 regarding Regional Government has brought up fundamental changes in various ways of life including education. Centralized education must be autonomously implemented by the school or widely known as school-based education.
School-based management (SBM) is a management model providing more autonomy to the school and to encourage a participative decision making of all school members and community to manage the school in order to improve the education quality. In SBM, the school is the agent of change together with the stakeholders as the school resources. Together, they have to strive to improve the school performance especially the learners’ better learning performance.
The School-based management viewed from the objectives of school-based management can improve the school performance. The improvement can be seen from (1) the school documents showing that there was an increase in the student number, their academic achievement keeps increasing, they passed national exam 100% with good grades so that they could continue their education to favorite schools in Dumai. (2) The interview revealed that the students had excellent achievement, they had good manners. (3) The observation shows that non-academic performance and teaching-learning process at the school were pleasant. Therefore, collective responsibility of government, communities and parents in the implementation of education as provided in the Law of National Education System No. 20 of 2003 on Teachers and Lecturers can be implemented well.
