This study examines and analyzes the extent of social capital owned by a candidate who ran for mayor of Dumai in 2010. Furthermore, how social capital that shape people's political attitudes when choosing. The study was conducted by using descriptive qualitative method. While its key informants are community and community leaders. The results showed each candidate before the election trying to build social capital as a force to strengthen networks, norms and trust (trust). Various attempts were made, such as creating a network team, throwing the idea / ideas and campaign issues. However, when social capital possessed could not "institutionalized" in society, its power to shape attitudes and political choices so weakened. Social capital is not institutionalized, making it difficult to get support candidates or elected. Although personally figure candidates believed to have goodness, but in the context of the belief that leadership can fade if it is associated with people's expectations. In this case the issue and the theme of the campaign to be very valuable as a determinant, especially if it is associated with the real conditions that exist. Interesting findings of this study, that there never was leadership in Dumai which can last for two periods. Then on the existence of Indigenous Warkah, which gives the local community hall as a leader and representative of migrant communities. It is considered as an agreed solution kindreds / tribes in Dumai to create and maintain peace multiethnic social life.
