Law enforcement is a process for the enforcement of remedies, or the functioning of legal norms to guide behavior in a real traffic or legal relations connected with the community and state. Law enforcement can be viewed from two angles, namely from the point of subject and object. Enforcement of the law against the crime of embezzlement CPO (Crude Palm Oil) in the resort city police jurisdiction dumai has done well although there are shortcomings that must be addressed because in fact many theories of law enforcement that is not in line with practice in the field. Based on this understanding, this thesis formulates the three formulation of the problem as follows: first, what law enforcement against criminal acts of fraud CPO (Crude Palm Oil) in the jurisdiction of the police resort Dumai? Secondly, what constraints faced by law enforcement in dealing with the crime of embezzlement CPO (Crude Palm Oil) in the jurisdiction of the police resort Dumai? Third, law enforcement apaupaya made in overcoming obstacles to the crime of embezzlement CPO (Crude Palm Oil) in the jurisdiction of the police resort Dumai?
The method of research in the this study, first, the type of legal research is sociological and descriptive nature. Secondly, the location of the resort jurisdictions research Dumai. Sources of data, supported by the primary data source, secondary data sources and tertiary data sources. Third, the data collection techniques used were interviews, and review of the literature. After the data collected was then analyzed kualitalif, then draw conclusions with deductive method of thinking is to analyze the problems of the general form specific to forms.
From the research, there are three main problems that can be concluded, first, law enforcement against criminal acts of fraud CPO (Crude Palm Oil) in the resort area of Dumai Police law already well underway but there are still shortcomings that must be addressed. Secondly, the constraints of law enforcement in addressing the crime of embezzlement CPO (Crude Palm Oil) in the resort area of Dumai Police law include: factors of human resources, facilities and infrastructure and lack of public participation. Third, efforts should be made to overcome the constraints of law enforcement against criminal acts of fraud CPO (Crude Palm Oil) in the resort area of Dumai Police law include: efforts preventi and repressive efforts.
