The use of LPG in the community is one of the requirements is considered the most economical compared the use of kerosene or lamp oil, in addition to the price of LPG is cheaper compared with kerosene and LPG are easily obtained. Dumai is a city that takes part in carrying out the program of conversion of kerosene to LPG since 2009. Agent LPG 3 Kg is a specialized retailer distributes LPG 3 Kg retail. any official must have permissions in selling gas. In the field found many sellers LPG 3 kg which do not have permission to sell LPG gas. LPG gas is sold at a price that exceeds the highest price set by the Government. This is due to the seller as a third party buy the gas and sub contracting which should be the last party is directly related to consumers. So that the selling price does not match the retail price has been set by the Government.
The purpose of this research is to find out and analyse the implementation of the decision of the Mayor of Dumai No. 25 2014 years about the appointment of agents and Liquefied Petroleum Gas (LPG) 3 Kg in Dumai (case study of the village of Bukit Kayu Kapur) and to know the factors that affect the implementation of the policy.
The concept of the theory that the author use is the implementation of a policy model of Edward III. This research uses qualitative research methods with the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of informants as information and as a source of data triangulation techniques within the validity of the data.
The results showed that implementation of the decision of the Mayor of Dumai No. 25 2014 years about the appointment of agents and Liquefied Petroleum Gas 3 Kg in Dumai (case study of the village of Bukit Kapur)has not done optimally because there are many stalls in the village of Bukit Kapur who does not have permission base and selling LPG at a price high and diverse. Lack of human resources assigned in the field conducting surveillance, socialization to people who have not been running, coordination and communication paths that are less good, can hinder the implementation of the decision of the Mayor Dumai Number 25 Year 2014 About the Appointment of Agent and Base LPG 3 Kg.
