The purpose of this research are: 1) Examines the level of effectiveness of media extension on palm oil in Bagan Sinembah district, 2) Analyzing the relationship characteristics of farmers against the level of effectiveness of media in Bagan Sinembah, 3)It examines the level of effectiveness of media outreach on Palm oil growers in Bagan Sinembah district, 4) analyze the relationship characteristics of farmers against the level of literacy and effectiveness of media in Bagan Sinembah district, 5) analyse the relationship and effectiveness of media literacy in Bagan Sinembah district.This research was conducted in Pelita Village and Suka Maju Village, Bagan Sinembah district, Rokan Hilir Regency. Time research begins from March to December 2018. The sample in the research taken with purposive sampling method. Methods of data analysis that used to answer the purpose in this research were Descriptive Qualitative, Likert Scale, and Spearman Rank Correlation.The results showed that : 1) Implementation extension in Bagan Sinembah was implemented with good covering of extension officers, farmers, media, method, material, time and place, 2) levels of media literacy farmers oil palm belongs to the category of "medium" and literacy media extension officers belongs in the category of "advance", 3) the level of effectiveness of printed media, extension media belongs in the category of "quite effective" media extension and effectiveness of physical object belongs in the category of "effective". 4) there is a relationship between the characteristics of the farmers with literacy and the effectiveness of printed or physical object,5) There is a relationship between the characteristics of the farmer with internal and external effectiveness of printed or physical object media.
