Evaluasi Kebijakan Penyelenggaraan Pendidikan Gratis Pada Jenjang Sekolah Dasar Dan Menengah Pertama Di Kabupaten Pelalawan (Studi Kasus Di Kecamatan Pangkalan Kerinci)
This research was conducted because Pelalawan Regency is a district that implements
a free education policy. This free education starts from elementary school to middle
school or equal to twelve years of learning. The number of complaints from parents
about the lack of economy is the main reason why many children of learning age drop
out of school. With these problems the local government of Pelalawan Regency
issued Pelalawan Regent Regulation Number 13 of 2013 concerning the
Implementation of Free Education. The problems that often arise are whether the
local government is able to guarantee that there is no more funding made by schools,
providing facilities and infrastructure to support the teaching and learning process,
and equitable education for all areas in Pelalawan Regency. This study aims to
determine how maximal the implementation of the Free Education Implementation
Policy and to find out what are the inhibiting factors of the implementation of the
implementation of free education in Pelalawan Regency. The evaluation concept used
is the William N Dunn concept which states 6 criteria for policy evaluation, namely:
1) Effectiveness, 2) Efficiency, 3) Adequacy, 4) Smoothness, 5) Responsiveness, 6)
Accuracy. The results of this study indicate that the implementation of free education
is not yet optimal, namely the criteria for Adequacy, Evenness, Responsiveness and
Accuracy. In its implementation there are still obstacles that occur such as 1)
insufficient budget to provide optimization in the implementation of this policy, 2)
unclear information / communication between the education office and the school
with the policy target group
