ABSTRACT
Development of a good road structure area, there must be a means of
controlling and securing road users in order to realize physical security, safety
and order and to facilitate the accessibility of the community in that area. Road
user control and safety devices are used to control or limit the speed of vehicles
on the segment. -roads. With the road speed limiter, it will provide a sense of
security to the community on the streets because it is in accordance with the
interruption in article 28G paragraph 1 of the Constitution (UUD Year 1945)
which reads "everyone has the right to personal protection, honor, dignity and
property under his control, and is entitled to a sense of security and protection
from the threat of fear to do or not do something that is a human right "The
administration of the Indonesian government adheres to decentralization based
on article 83 paragraph 1 letter e Regulation of the Minister of Transportation
No. 82 of 2018 concerning User Control and Security Tools Street. The
Department of Transportation has the authority to carry out the Placement and
Installation, Maintenance and Elimination of Sleep Police in the city of
Pekanbaru. However, the making of speed limits is still done by many people who
do not comply with the rules, and the procedure for making speed limiting devices
is based on the applicable law, but this is allowed to continue and even becomes a
tradition for the local community, therefore the authors are interested in research
and study about how the application of speed limiting devices or speed bumps,
which is carried out by the Pekanbaru City Transportation Agency.
This reseach uses the type of sociologica l legal research. This research is
descriptive in nature, namely research that seeks to provide systematic and
careful facts with the nature of a particular population, because the author
describes the exercise of the authority of the Pekanbaru City Transportation
Service in the Implementation of Road User Control and Security Tools Based on
Regulations. Minister of Transportation No. 82 of 2018 concerning Controlling
and Safety Equipment for Road Users
The results of the research conducted by the author are, the
implementation of duties or authority from the Pekanbaru City Transportation
Service has not been effective due to the lack of coordination between the
Pekanbaru City Transportation Service and the sub-district, and a lack of support
from the community, as well as lack of support and infrastructure. related to the
regulation of making speed limiter or speed bump Administrative law enforcement
has been carried out by the Pekanbaru City Transportation Agency orally or in
writing but this has not been implemented effectively due to factors from people
who seem to not care about the rules that have been set.
