Organizing Umrah Worship Trips is a series of Umrah pilgrimage
activities that include guidance, service, and protection of the congregation, which
is carried out by the government or the organizers of the Umrah pilgrimage. The
Regional Office of the Ministry of Religion has the task of providing guidance on
the Organization of the Umrah Worship Trip (PPIU), in its implementation the
Regional Office of the Ministry of Religion as the Ministry of Religion at the
provincial level is involved in the process of supervising the Implementation of
the Umrah Worship Trip (PPIU) at the provincial level. However, what is
currently happening is that there are still many Umrah travel agents who cheat to
get big profits. Therefore, the Ministry of Religion of the Riau Province must
increase supervision so that it can be controlled from irregularities in the Umrah
pilgrimage. The formula taken is How to Supervise the Regional Office of the
Ministry of Religion of Riau Province on Umrah Travel Organizers (PPIU) in
Pekanbaru City in 2018.
The purpose of the study was to determine the supervision of the Regional
Office of the Ministry of Religion of Riau Province on Umrah Travel Organizers
(PPIU) in Pekanbaru City in 2018. The research method used was qualitative
research. This type of research is descriptive qualitative, the research location is at
the Regional Office of the Ministry of Religion of Riau Province and the Umrah
Travel Agency. Data collection techniques by means of interviews and study
documentation. Data analysis techniques by using qualitative data analysis or
exposure and depiction in words or sentences of data that has been obtained to
obtain conclusions.
The results of the study indicate that the Ministry of Religion of Riau
Province has not maximally supervised Umrah travel agents so that there are still
many Umrah travel agents who commit fraud. The monitoring is carried out twice
a year. The forms supervised by the Ministry of Religion of Riau Province are
Registration, Financial Management, Travel Plans, Congregational Service
Operational Activities, Management and Use of Visas, Indications of Deviations
or Certain Cases and Obedience to the Provisions of Legislation. The inhibiting
factor in the supervision carried out by the Ministry of Religion of Riau Province
on Umrah Travel Organizers is the lack of communication between Umrah
worship organizers and the Riau Province Ministry of Religion. Furthermore, the
obstacle faced by the Regional Office of the Ministry of Religion of Riau
Province is the lack of a budget.
