Conflicts regarding regional borders are something that often occurs in
several areas, both between districts and between villages, this is an important
problem that must be considered and resolved by the government. Problems
regarding the boundaries of this region have given rise to various disputes
between the two parties concerned, which are caused by boundary disputes, which
in general have not been resolved due to boundary line settlement problems and
community perceptions. If the border conflict is not resolved quickly, it will
trigger a prolonged conflict that will trigger wars between communities.
This study aims to determine the extent of the boundary conflict between
Tambusai Tengah Village and Sungai Kumango Village which has been going on
for a long time and peaked in 2018. The issue of border conflict was handed over
to the Rokan Hulu Regency Government due to the ongoing border conflict. after
going through deliberation. So it has become an obligation for the Regency
Government to act as a mediator in resolving the border conflict in accordance
with Permendagri No. 45 of 2016 The results of this study explain the capabilities
to the steps taken to the obstacles that the Rokan Hulu Regency Government has
passed in an effort to resolve the border conflict between the Tambusai Village.
Tengah and Sungai Kumango Village.
