E-Sapawarga Dalam Perspektif Komunikasi Pemerintahan: Studi Kecamatan Bukit Raya 2016-2018

Bukit Raya District is a District that embodies E-Government and the
Smart City Madani concept, one of its main tasks is to provide services to the
community. This is the rationale for the Bukit Raya District to create
communication innovations through the E-SapaWarga Bukit Raya online
discussion forum application. through this innovation as a bridge between the
government and the community to be able to directly provide criticism or
complaints, information and descriptions about the Bukit Raya District,
Pekanbaru City in carrying out services in the District sector. The Bukit Raya ESapaWarga
online discussion forum is also a forum for people who will take care
of a Micro Small Business License (IUMK) which can be processed and informed
through the Bukit Raya E-SapaWarga application.
The purpose of this study was to find out E-Greetings of Citizens in the
Perspective of Government Communication in Bukit Raya District in 2016-2018.
This study uses a qualitative approach with a descriptive method. In collecting
data, the author uses interview and documentation techniques.
The results of this study are the role of E-SapaWarga in the context of
government communication in Bukit Raya District 2016-2018 can be said to be
good, where the implementation of the program comes from the Bukit Raya
District as a regulator and provider of facilities, and is supported by digital
concept development factors. However, there are several inhibiting factors for the
Bukit Raya District in implementing E-SapaWarga, namely the lack of optimal
socialization so that there is a lack of enthusiasm from the community and the
lack of human resources, namely admins or operators in operating the ESapaWarga
application.
