Public participation is an embodiment of the principles of good governance ( good governance ) . Community participation allows the public to influence and oversee making an important decision such as the establishment of local regulations . Low community participation can ultimately lead to low community ownership of the program / government policies and programs developed / implemented policies that the government is not fulfilling the aspirations and the needs and characteristics of the local community . Therefore public participation needs to be fostered and developed , especially in the discussion of a policy plan. . The purpose of this study is to investigate the implementation of public participation in the discussion of Bylaw No. 24 of 2012 on the establishment of Seberang Hilir District of Kuantan , District Sentajo Kingdom , and the District of Overseas Shoots in Kuantan District Singingi ; obstacles faced and the efforts that can be done in overcome these obstacles . Study site is Parliament and the Legal Secretariat Singingi Kuantan district . As the population is directly related to the manufacture of Regulation on the establishment of the district. Samples were taken by purposive sampling which consists of the Chairman of Parliament , Chairman of Commission A , District Head of Legal Secretariat . Kuantan Singingi, 3 Head , and 6 local community leaders . Data was collected through interviews and literature study . Data sources include primary data , secondary data as well as data tertiary. Data were analyzed with descriptive qualitative approach . Based on the results of the discussion is done , it can be concluded that : ( 1 ) Implementation of community participation in the discussion of Bylaw No. 24 of 2012 on the establishment of Seberang Hilir District of Kuantan , District Sentajo Kingdom , and the District of Overseas Shoots Singingi in Kuantan district as a whole has been going well . The implementation of the participation constraints include lack of understanding of the purpose and benefits of the policy ; their pros and cons among the rural communities associated with the sub- regional growth , and a considerable distance to attend a discussion meeting local regulations . Efforts that can be done to overcome these constraints , among others, to socialize , invite community leaders in a discussion meeting local regulations ; provide guidance and understanding , as well as facilitating . The authors suggested , among others, is that the local governments and legislators more responsive to the growing aspirations of the people in the middle , but always maintain neutrality as government administrators , continually seek ways through democratic means such as dialogue , hearings , and meetings . Community groups who want to express their aspirations should be delivered according to rules and regulations that have been established for the creation of active participation while simultaneously developing democratic values .
