ABSTRACT
Law enforcement is a means of realizing the law aspired by the law maker. The
creation of legal certainty and related to justice. Law enforcement is related to the
provision of sanctions to violators of legal products, both administratively, civilly,
and criminally. In Pekanbaru Mayor Regulation Number 39 of 2014 concerning
Non-Smoking Areas. This type of research is empirical juridical research or
sociological legal research, namely a research approach that emphasizes legal
aspects regarding the subject matter to be discussed, associated with the reality in
the field. This research was conducted at the Pekanbaru City Government Office,
Pekanbaru City Regional House of Representatives, Pekanbaru City Health
Service, and Pekanbaru City Civil Service Police Unit. While the sample population
is the whole party related to the problem under study. Sources of data used are
primary data and secondary data, data collection techniques in this study is by
observation, questionnaires, interviews and literature review. In the results of the
research problem there are three main things that can be concluded. First, the
enforcement of the Perwako Pekanbaru KTR law has not been carried out properly
and the Pekanbaru City Government is the main actor for violators. The two
inhibiting factors in implementing these regulations are the lack of firmness of the
Pekanbaru City Government, human resources, and consistency. The third is to
revise the Perwako KTR, strict sanctions to SKPD to increase the budget and
human resources.
