Upaya Pemerintah India Mengatasi Tradisi Dowry 2015-2020

The phenomenon of violence against women is not an individual abnormality
but due to the gap in rights and obligations as well as the rolesof men and women
caused by the patriarchal system. Society in India still lives under patriarchy,
which means they always prioritize men’s right over women. Women in modern
society and traditional society are very vulnerable to violence both criminal in
nature and originating from tradition. At present, India is in the first place as the
most dangerous count for women because of its cultural practices, one of the wellknown
traditional India cultural practices is the dowry or dowry system. Namely
where the bride in a wedding traditions in India will give a number of dowries to
the groom. Dowry is likened to a symbol of immigrants because the bride will
become a new family member in her husband’s family. The unfulfilled demand for
dowry led to cases of violence perpetrated by the groom against the bride. Cases
of women dying as a result of dowry were reported to have occurred as many as
6.787 in 2005 an 8.093 in 2007 increasing to reach 7.634 in 2015. The average
deaths due to dowry or dowry deaths in 2012-2016 were 8.005 cases and in 2017-
2021 is 7.093 cases in the same period. It is noteworthy that Uttar Pradesh dan
Bihar are two cities in India, ranking highest in terms of dowry deaths in 2021.
Together they account for almost half a percen i.e.48 percent of total dowry
deaths in the country.
This research was analysed using liberal feminism theory and gender
theory in international relations. The concept of liberal feminism theory to explain
that women and men are created equal, and have the same rights and
opportunities. Which means, women choose freedom completely and individually.
Where in the theory liberal feminism is the cause of women’s oppression due to
the lack of opportunity or education of women in groups or individuals. In this
case, liberal feminism views in the case of dowry murder the act of human rights
violations against women as intolerable, because the value of dowry culture is
used as a truth in committing violence against women and considers that
deviations occur as the original goal of dowry culture and traditions in the
modern era into a descending understanding. The concept of gender theory in
international relations explains that constructions on the differences between men
and women and is socialized in various contries. As the times develop, gender
also enters the political, economic, legal, social, cultural, and other sectors. That
the social role above is called gender because there are still many things in
society. For example, for boys who are often prioritized to get access to
educations, freedom of opinion over girls, including women’s discrimination in
India in giving dowry. This research uses an analytical descriptive qualitative that
will explain what are the policies of the Indian government in overcoming the
problem of dowry discriminations that causes many victims to die and even
suicide which are described based on data and samples collected as they are and
then conslusions are drawn. Data collection comes from secondary words
obtained from various sources, ranging from Fred Halliday’s book gender and

International Relations. Feminism by True Jackqui, Dowry murder by Rantaello,
journals such as the journal of International and Global Studies, student online
journal. Articles from national and international websites such kemenlu.go.id,
UNCT India,dan Media masa seperti CNN, India Today, BBC, VOA Indonesia.
The result of this research is how the Indian Government has carried out
various ways to protect women’s rights in India, supported by policies that have
been implemented, namely legal instruments and severe sanctions for dowry
criminals, as well as several programs that support the empowerment of women
in India in Collaborations with International Organisations such as UN Women
and CARE,they help in several educational, economic, health judging from the
data on the number of victims due to dowry tends to decrease in the range of
2015-2020 but still every year it takes more victims. This proves that the dowry
murder case in a big challenge for women in India, which must be faced by the
Indian government, as well as the whole community to be important in trying to
overcome the dowry murder case and realign the main goal of the dowry culture.
