Kemandirian Petani Kelapa Sawit Pola Swadaya Dalam Menerapkan Standar Ispo Di Kabupaten Rokan Hilir
ABSTRACT
Rokan Hilir Regency has a total area of oil palm plantations covering 193,780.50 hectares (Rokan Hilir Central Bureau of Statistics, 2019). With various issues surrounding the palm oil industry, the government has established the Indonesian Sustainable Palm Oil (ISPO) to meet the standards of sustainable palm oil production in Indonesia. This research aims to: (1) describe the conditions of oil palm farming in the swadaya pattern by farmers in Rokan Hilir Regency, (2) analyze the perception of farmers in the swadaya pattern regarding the implementation of ISPO standards in Rokan Hilir Regency, and (3) analyze the independence of farmers in the swadaya pattern in implementing ISPO standards in Rokan Hilir Regency. The research method employed survey and interview techniques, with a sample size of 90 respondents selected using purposive sampling. The results of the study indicate that overall, farmers in the swadaya pattern have a limited understanding of ISPO, resulting in their inability to fully implement the four principles of ISPO. The independence of farmers in the swadaya pattern in implementing ISPO standards in Rokan Hilir Regency is assessed based on decision-making processes related to commodity selection, provision of production facilities, price determination, and marketing. Overall, farmers in this pattern lack independence due to their limited knowledge, resulting in slow acceptance of ISPO regulations.
