Model Edukasi Masyarakat Dalam Upaya Pencegahan Kebakaran Lahan Gambut Di Kecamatan Pujud Kabupaten Rokan Hilir
The Province of Riau, which has many areas of peatland, often
experiences fires that damage the ecosystem. The government has made various
efforts to prevent and reduce the number of peatland fires but they still occur
frequently. Peatland fires occur due to various factors in which most of the people
living around peatlands work as farmers. The impact of peatland fires causes
decades of haze and impacts on many aspects of people's lives. Efforts to prevent
peatland fires are very important to be carried out with more focus on humans so
as to reduce the risk of peatland fires. This effort can be done by having
knowledge of how to prevent it through an educational model that can monitor the
community so that peatland fires do not recur, especially in the Pujud District,
Rokan Hilir Regency
This study aims to find a model of public education in an effort to prevent
peatland fires in Pujud District, Rokan Hilir Regency. To achieve this goal, it is
necessary to analyze the factors determining the occurrence of peatlands in Pujud
District, Rokan Hilir Regency, analyze the role of the community in efforts to
prevent peatland fires in Pujud District, Rokan Hilir Regency, analyze the forms
of policies on preventing peatland fires. This type of research is descriptive
qualitative research with data collection research carried out by observation,
interview and documentation techniques. The data is then analyzed by collecting
data, data reduction, data presentation and conclusion.
The results of the research are that the determinants of the occurrence of
peatland fires in Pujud District, Rokan Hilir Regency are divided into 2 factors,
namely intentional factors and unintentional factors. For intentional factors
caused by the farming system with the culture and traditional ways of the local
population, the cost of burning peat land is cheaper, faster and more practical,
there are conflicts over land ownership, and there is an increase in demand for
palm oil. For unintentional factors caused by throwing cigarette butts carelessly,
making bonfires and the people who live around peatlands burn debris and
garbage so that it spreads to the peatlands. The role of the community in efforts to
prevent peatland fires in Pujud District, Rokan Hilir Regency formed the
Masyarakat Peduli Api (MPA) which provides a community-based disaster
management approach and places the community as the main actor. Communities
who are members of the MPA in Pujud District are positioned as active subjects
by not burning land indiscriminately, providing distance to burn, ensuring the fire
is completely extinguished, monitoring vulnerable points, conducting patrols, and
making water reservoirs. The community education model in an effort to prevent
peatland fires that occurred in Pujud District, Rokan Hilir Regency is divided into
2 approaches, namely the educational model with an individual approach through
direct interviews and field surveys and technical guidance and face-to-face
services to the community. For the educational model with a mass approach
through outreach and campaigns, discussion rooms, social media containing
educational content on peatland fire prevention, peatland restoration actions and

a formal education curriculum in the form of local content lessons on peatland
fire disaster mitigation.
Suggestions from research results related to community education models
in an effort to prevent peatland fires in Pujud District, Rokan Hilir Regency,
namely; 1) to increase community participation in efforts to prevent peatland
fires, a solid commitment and coordination from the government is needed,
especially in implementing programs and activities to reduce the incidence of
peatland fires, 2) to solve the problem of peatland fires it should be done by
solving the problem at the source through increasing public knowledge and
awareness of the impact of peatland fires, increasing the ability and skills of the
community in efforts to prevent peatland fires, and developing agricultural
commodities that are suitable for peatlands, 3) it is hoped that the educational
model that has been described can be applied and reach all layers the community
including the younger generation and making teaching materials in schools
regarding efforts to prevent peatlands in order to direct the perceptions and
behavior of all levels of society so that they holistically understand the meaning of
preserving peatlands in accordance with the policies and laws that govern them.
