Implementasi Program Pendaftaran Tanah Sistematis Lengkap (Ptsl) Di Kota Pekanbaru

Complete Systematic Land Registration (PTSL) is a program that was first carried out simultaneously throughout the territory of the Republic of Indonesia including Pekanbaru City which implemented this program. The purpose of this PTSL program is so that all existing land parcels can be registered and certified and realize the provision of legal certainty and legal protection of community land rights based on simple, fast, smooth, safe, fair, equitable and open and accountable principles, so as to improve the welfare and prosperity of the community and the state economy, as well as reduce and prevent land disputes and conflicts. This research aims to describe and analyze the implementation of the PTSL program and identify and analyze the inhibiting factors of the implementation of the PTSL program in Pekanbaru City. This research uses the theory of George C. Edwards III which uses 4 indicators, namely communication, resources, disposition and bureaucratic structure. this research uses a descriptive qualitative method. The results showed that the implementation of the PTSL program in Pekanbaru City has not been carried out optimally, this can be seen from the lack of human resources in the implementation of PTSL and the lack of clear socialization regarding the provisions of BPHTB assisted from the Pekanbaru City Government.
