Dynamic Governance Koordinator Pendidikan Kecamatan Dalam Penyelenggaraan Urusan Pendidikan di Kabupaten Rokan Hulu
This research is motivated by the dynamics of government due to the change of the District UPTD to become the sub-district coordinator. This results in minimal authority in policy making, the absence of allowances, and it is feared that a greater workload could affect the implementation of education. The purpose of this study was to determine the Dynamic Governance of the sub-district education coordinator in the implementation of education affairs at Rokan Hulu District. The type of research used is qualitative by collecting data using observation, interviews and documentation and then the data obtained is analyzed descriptively qualitatively.
The results of the research show that in organizing educational affairs, the Dynamic Governance of sub-district coordinators, in terms of future thinking, must be able to plan curriculum development, identify resource needs, anticipate challenges faced by target education units in the future, promote innovation in the midst of the times, and build partnerships with relevant stakeholders. The rethinking attitude taken by the sub-district coordinator is to carry out continuous evaluations, respond to changes in the UPTD, and make corrections to recommendations for comprehensive solutions to existing problems. From a cross-thinking perspective, the education coordinator must still provide empowerment through training, overcoming the complex challenges that occur in each of the assisted educational units. The inhibiting factors for Dynamic Governance of the District Education Coordinator in administering educational affairs in Rokan Hulu Regency consist of limited authority to make policies and also limited human resources causing multiple positions and increasing workload.
