Dinamika Pembentukan Koalisi Partai Politik Pada Pemilihan Kepala Daerah Kabupaten Kuantan Singingi Tahun 2020
This research aims to analyze the dynamics in the formation of political party coalitions in the 2020 Kuantan Singingi Regency regional head election and the factors that influence coalition formation. The theory used is coalition theory according to Arend Lijphart (1999) which has 6 (six) types of coalitions, namely Minimal Winning Coalitions, Minimum Size Coalitions, Bargaining Coalitions, Minimal Range Coalitions, Minimal Connected Winning Coalitions, and Policy-Viable Coalitions. The motives underlying the formation of a coalition according to Firman Noor (2020) consist of ideologi, a similar agenda, a similar view of the ideal leader figur, and practical opportunistic motives. The location of this research is Kuantan Singingi Regency, Riau Province. This research uses a descriptive qualitative approach. Data collection techniques were carried out by interviews and document searches.
The research results obtained were that the formation of political party coalitions in the Kuantan Singingi Regency regional head election took place dynamically and was fluid. The coalition that was formed was very pragmatic and also paternalistic. The three coalitions formed belong to the Office Seeking coalition type which prioritizes seeking power. The failure of the Democrats and Gerindra to join the ASA coalition was because the interests proposed by the Democrats and Gerindra were realized by the ASA coalition. The coalition that supports ASA and the coalition that supports Bermitra are classified as Minimum Size Coalitions. This coalition was formed with the aim of seeking power and ignoring the ideological spectrum. The coalition that supports the HK pair is classified as a Minimum Winning Coalition because this coalition is a large coalition that is used to obtain a majority of votes and thus gain power. The factor of seeing the ideal leader figure and also opportunistic-practical motives that accommodate party interests in the political communication and lobbying process so that this reason indicates the pragmatic nature of the coalition formed. Apart from that, the same agenda also underlies the formation of a coalition in the 2020 Kuantan Singingi regional head election.
