The determination of the market is an important thing to be guarded, for which the government made the Bengkalis District Regulations Number 1 Year 2016 on public order. For the implementation of the policy to be successful, it requires the mentality of the actors. However, there are still a lot of five-foot merchants on the street, and no sanctions are imposed on traders who violate the rules. Lack of hygiene and market order—this study used the implementation theory by Yulianto Kadji (2015), which is the MSN-approach theory reviewed from the mentality-approach approach with three indicators, among others: Attitude, Behavior, Responsibility seen from the government, five-foot traders, and society. This research uses a type of qualitative research: descriptive analysis, with data collection techniques from interviews, observations, and documentation. The mentality approach in implementing the General Declaration Policy on Five-legged Traders Around Mandau Raya Market in the Bengkalis district is still not in line with expectations, and its implementation is also not optimal.
