Implementasi Kebijakan Tentang Penyelenggaraan Kota Layak Anak Di Kota Pekanbaru (Kasus Klaster Perlindungan Khusus Terdahap Anak)
The Child Decent City Policy (KLA) is one of the efforts of the Indonesian government in fulfilling children's rights and providing protection to children in a city/regency with the hope that children can grow and develop well. This study aims to determine how the Implementation of the Child-Friendly City Implementation Policy in Pekanbaru City (Special Protection Cluster Case Against Children) and the inhibiting factors faced in carrying out the Child-Friendly City (KLA) implementation policy in Pekanbaru City, especially in the special protection cluster for children. In this study using implementation theory by Van Metter and Van Horn in Agustino (2020: 151), there are 6 indicators, including: Policy size and objectives, resources, characteristics of implementing agents, attitudes or tendencies of implementers, Communication between organizations and implementing activities, as well as economic, social, and political environments. This research uses a type of qualitative research that is descriptive analysis and with data collection techniques of interviews, observation, and documentation. Based on the results of this study, it can be concluded that the implementation of the Child Decent City Implementation Policy in Pekanbaru City (Special Protection Cluster Case Against Children) can be said to be less effective. It can be seen from the limited resources (financial resources, human resources, and facilities and infrastructure resources), the characteristics of implementing agents that have not been firm in providing punishment for perpetrators who cause children to become victims, communication between organizations and implementing activities related to lack of socialization, as well as the economic, social, and political environment related to the economic and social background of the community that will carry out special protection For children whose society is low in economy tends to have an attitude that does not want to change. As well as the inhibiting factors, namely the uneven delivery of information to the target group and the lack of cooperation between parents and agencies in providing special protection to children.
