Strategi Pengembangan Sumber Daya Manusia Pada Pemerintah Desa di Kecamatan Tambusai Utara Kabupaten Rokan Hulu Dengan Analisis SWOT
This research was motivated by the educational qualifications of village officials who are still not in accordance with law number 6 of 2014 concerning villages, not optimal services to the community and low understanding of their duties and functions as village tools, and the lack of use of technology such as village websites.
This study aims to see the realistic conditions of human resource development in village governments and to develop human resource development strategies in village governments in North Tambusai District with SWOT analysis techniques. This study uses the theory of SWOT Analysis by Freddy Rangkuti (2016) which explains the systematic identification of various factors to formulate organizational strategies. This analysis is based on logic that can maximize strengths and opportunities, but simultaneously minimize weaknesses and threats. This study used qualitative research methods with a phenomenological approach that used data collection techniques through observation, interviews, and documentation.
The results of this study show that the realistic condition of village government human resource development in North Tambusai sub-district in terms of knowledge (knowladge) that village government education is on average high school /equivalent. Training programs have not been carried out evenly by DPMPD, BKAD, and other related agencies, training is carried out 1 time a year, ideally training for village officials is carried out 2 times a year. The ability to kasi governance has not understood its tupoksinya as kasi taspem and there is still a lack of discipline in the work of village officials. The skills of the village government in the use of village websites are not optimal. The results of the preparation of human resource development strategies in village governments in North Tambusai sub-district using SWOT analysis resulted in an SO (aggressive) strategy. The recommended strategy is to utilize the existence of human resources in the computer field to improve skills in dealing with technological developments as a means of information to achieve optimization of village SDGs, utilize village funds and village government human resources to carry out agriculture-based community empowerment, provide special training for village staff and officials through the DPMPD office periodically and comprehensively, add and utilize village assistants in coaching implementation of cooperation between villages through BKAD.
