National Health Insurance (JKN) is a guarantee in the form of health protection given to everyone who has paid contributions or whose contributions are paid by the government. The main focus of Pelalawan Regent's Regulation Number 50 of 2022 is regarding the administration of the National Health Insurance program and the acceptance of National Health Insurance participants in Pelalawan Regency as seen from the Selasih Regional Hospital. Pelalawan Regency itself focuses on poor communities in participating in BPJS Health in an effort to provide National Health Insurance to poor communities. Recipients of health services at Selasih Regional Hospital are still limited. Limitations in public acceptance who expect limited health services are triggered by the regionalization of referrals to related health facilities. This regionalization is spread across various health clinics and community health centers in Pelalawan Regency. Selasih Regional Hospital acts as the head referral sector for various health facilities (health facilities) in BPJS participating communities. The aim of this research is to determine the implementation of the National Health Insurance Program at the Regional General Hospital (RSUD Selasih) Pelalawan Regency. This research is a qualitative research type with a phenomenological approach, the required data such as primary data and secondary data are obtained through interviews and documentation and then analyzed based on the research problem. The results of this research indicate that the implementation of the National Health Insurance Program at the Regional General Hospital (Rsud Selasih) Pelalawan Regency is not going well, while the inhibiting factors for this strategy are the uneven domicile of health facilities, the population documents of National Health Insurance participants who are not registered.
