The definition of traffic in Article 1 paragraph (2) of Law Number 22 of 2009 concerning Road Traffic and Transportation is the movement of vehicles and people in the road traffic space. Then the definition of transportation in Article 1 paragraph (3) of the LLAJ Law is the movement of people and/or goods from one place to another using vehicles in road traffic spaces. In accordance with Article 74 paragraph (2) of the Law concerning Road Transport Traffic in conjunction with Article 1 number 10 of the Republic of Indonesia State Police Regulation Number 7 of 2021 concerning the identity of the owner, the identity of the Ranmor, and the validity period including its approval, the registration and identification of this motorized vehicle can be deleted from the vehicle registration and identification list if the motor vehicle owner does not re-register or extend the STNK validity period for at least 2 (two) years after the STNK validity period expires. This is an administrative sanction given. However, this law has not worked optimally. This is confirmed by data from the Regional Revenue Service, it can be seen that there are still many motorized vehicles that do not comply with registering and paying vehicle tax. In 2022 alone, the number of motorized vehicles that do not register or pay taxes will be 40,749 violators.
From the research results there are 3 main things that can be concluded. First, the implementation of deregistration of motorized vehicles in the city of Pekanbaru is not yet underway and is still in the inventory stage. Second, the factor that hinders this policy is the lack of outreach to the relevant communities and adequate resource support. Third, the government officials acting in this case are the Riau Regional Revenue Agency, Pekanbaru City Police and Jasa Raharja who are still in the socialization stage regarding this regulation, as an effort to implement the implementation of deregistration of motorized vehicles that have not been re-registered.
