This research is motivated by the existence of a drainage system which is a way to get rid of unwanted excess water in an area. With a drainage system, excess water can be channeled into the drainage channel. When the rainy season arrives, there will be puddles or flooding on the roads and also inundate the lower market area. One of the factors causing inundation is high rainfall, drainage channels that are blocked and cannot function properly. Based on these problems, it is necessary to manage damaged/problematic drainage channels so that water can flow properly, therefore researchers are interested in researching drainage system management based on Minister of Public Works Regulation Number 12 of 2014 concerning the implementation of urban drainage systems by the Pekanbaru City PUPR Service.
This research explains several problems, firstly how the drainage system is managed by the Pekanbaru City Public Works and Spatial Planning Department based on the Minister of Public Works Regulation Number 12 of 2014 concerning the implementation of urban drainage systems. Second, the inhibiting factors faced by the Pekanbaru City Public Works and Spatial Planning Department in Managing the Drainage System. Third, efforts are being made to ensure that the implementation of Minister of Public Works Regulation Number 12 of 2014 concerning the implementation of urban drainage systems can be carried out well. This research aims to determine the management of the drainage system based on the Minister of Public Works Regulation Number 12 of 2014 concerning the implementation of urban drainage systems by the Pekanbaru City PUPR Service, to find out the inhibiting factors faced by the Pekanbaru City Public Works and Spatial Planning Department in managing the drainage system and the efforts made to achieve this. implementation of the Minister of Public Works Regulation Number 12 of 2014 concerning the implementation of urban drainage systems can be carried out well.
This legal research is sociological/empirical legal research that is descriptive analytical in nature. Data types include primary, secondary and tertiary data. The data collection technique used is through observation, interviews, literature study. The data analysis technique used is the descriptive analysis method. The research results show that the management of the drainage system by the Pekanbaru City Public Works and Spatial Planning Department is still not optimal because there are still lots of piles of rubbish and sediment deposits in the drainage system. Furthermore, the inhibiting factors in managing the drainage system by the Pekanbaru City Public Works and Spatial Planning Department are the minimal budget for managing the drainage system, the lack of public awareness in maintaining environmental cleanliness, as well as the increasing rate of population growth which results in or has an impact on the development of a place/region.
