ABSTRACT
Universal Health Coverage (UHC) is a health insurance system that ensures that every citizen in the population has access to quality promotional, preventive, curative, and rehabilitative health services at an affordable cost. The Riau Provincial Health Office, BPJS Health, and all health service facilities in Riau province are working together to optimize the acceleration of the Universal Health Coverage (UHC) program so that people get easy and simple health services. The Universal Health Coverage (UHC) program can cover 144 types of diseases and the Riau Provincial Health Office does not identify the number of cases covered by this program. The purpose of this study is to describe and analyze the implementation of the UHC program and identify and analyze the inhibitory factors of the UHC program implementation at the Riau Provincial Health Office. This study used the implementation theory of Goerge C. Edward III uses four main indicators: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is qualitative. Data collection techniques include interviews, observations and documentation. The research results show that the implementation of the Universal Health Coverage (UHC) Program at the Riau Provincial Health Office has not been running optimally, In particular, communication is not optimal and resources are ineffective and efficient because there are several factors that hinder the implementation of the program, namely poor health workers, infrastructure facilities and insufficient budget funds. Similarly, there is a lack of commitment and misperception between regional heads and local governments.
