ABSTRACT
The implementation of parking policy authority carried out by the Pekanbaru City Government through the Pekanbaru City Transportation Agency in implementing an effective and equitable parking policy is in line with Article 1 Number 19 of the Pekanbaru Mayor Regulation Number 138 of 2020 concerning Parking Organisation that the parking manager is the Pekanbaru City Government, which includes planning, implementation, guidance, supervision and control of parking in Pekanbaru City. The formulation of the problems in this writing is how is the implementation of number 19 of the Pekanbaru Mayor Regulation Number 138 of 2020 concerning the implementation of parking in Pekanbaru City?, then what are the support and obstacles to the implementation of supervision of management and coaching of parking officers in the implementation of parking in Pekanbaru City?, and what are the efforts of the Pekanbaru City Government in supervising the management and coaching of official parking officers in Pekanbaru City?
The research results of this writing are clarity related to the regularity of the parking mechanism, and protection for parking attendant workers in Pekanbaru City. That in the applicable laws and regulations there is an obligation for employers to register their workforce into the membership of the employment social security program and the employer's responsibility if they do not register employment social security membership is sanctions ranging from written warnings, fines, and not being able to get certain public services.
This research uses normative sociological research methods with conceptual approaches and expert theories. This research shows that the existence of law as a role model of a democratic state is fundamental in exercising authority, every policy and action in its implementation must be considered so as not to cause imbalances in the management of its management aspects.
