Pengawasan Pemerintah Daerah Kabupaten Indragiri Hilir Terhadap Peredaran Minuman Tuak Di Kecamatan Tembilahan Berdasarkan Peraturan Daerah Kabupaten Indragiri Hilir Nomor 3 Tahun 2023 Tentang Penyelenggaraan Ketertiban Umum, Ketentraman Dan Perlindungan Masyarakat
ABSTRACT
The circulation of palm wine in Tembilahan District is a social problem that requires strict supervision from the local government. Based on Indragiri Hilir Regency Regional Regulation Number 3 of 2023 concerning the Implementation of Public Order, Peace and Community Protection, monitoring the distribution of Tuak drinks is the responsibility of the Civil Service Police Unit (Satpol PP) to maintain public order, peace and community protection.
The type of research to be carried out is to use a sociological or empirical juridical approach. Sociological or empirical juridical research is an approach by looking at the reality that occurs in the field by going directly to the object. With the research location taking place in Pekan Kamis Village, Tembilahan Hulu District, Indragiri Hilir Regency, while the population and sample are all parties related to the problem being studied. This study uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by means of interviews.
From the results of this research it can be concluded. Firstly, the supervision of palm wine drinks by the Civil Service Police Unit (Satpol PP) in Tembilahan District, Indragiri Hilir Regency, has not yet been completed. The low intensity of raids, only once every three months, as well as limited actions such as warnings, warnings, statements and confiscation, have not had a deterrent effect on palm wine sellers. The lack of socialization of regional regulations also contributes to the widespread distribution of palm wine in society. Second, the effectiveness of supervision is hampered by limited facilities and infrastructure, such as a lack of patrol vehicles and evidence storage facilities. In addition, lack of community participation, information leaks, and resistance from traders are obstacles in implementing regional regulations. The three regional governments plan to improve facilities and infrastructure, including patrol vehicles, communications equipment and evidence storage systems, to improve supervision. The use of technology such as CCTV in areas prone to palm wine distribution is also proposed. The formation of a Rapid Response Unit (URC) involving Satpol PP, the police and the community is expected to strengthen supervision and increase synergy between the government and the community in enforcing regional regulations.
